The FlexiTable™ settings file provides a way of defining your table cell format. By cell format we mean the way in which positive and negative integer and floating-point numbers are rendered. If you are experienced with Microsoft Excel™, then this formatting is probably familiar to you.
The Cell Format tab of the Settings Editor dialog lets you modify the dimensions the header, row and footer sections.
There is a separate format setting for each section of a cell
Alignment specifies how text is aligned in a cell. Text may be horizontally aligned left, centre, or right; and vertically aligned top, middle, or bottom.
You can specify the format used for positive numbers with a picture of the form #,###.00.
This formatting is similar to that used by Excel when formatting positive numbers.
The hash or pound sign (#) is a placeholder for any digit.
The comma tells FlexiTable to insert a comma every three digits for numbers greater than 999.
The period or decimal point indicates the decimal separator you want to use. English-speaking
countries use a decimal point as the decimal separator, many other countries use the a comma as the
decimal separator.
The zeros to the right of the decimal placeholder indicate the precision (number of decimal digits) to be used.
Bear in mind that precision and accuracy are not the same thing.

Other formatting syntax is the same as that for positive numbers.
You can specify an individual MicroStation text style for the default formatting and numeric formatting. The text style defines the font, colour, and line symbology to use for that format.
